Brazil Awards More Online Betting Licenses
The Secretariat of Prizes and Bets (SPA), Brazil’s gambling regulator, has awarded 21 additional online betting licenses, bringing the total number of full licensees to 35 as of today, February 11.
Initially, 14 betting companies in Brazil received full licenses from the SPA before the legal betting market’s launch on January 1. An additional 52 companies were granted provisional licenses while awaiting final approvals and technical certifications.
These provisional licenses allowed companies to operate in Brazil for an initial 30-day period, which ended on January 30. This period could be extended by another 30 days if companies received the necessary support from certifying entities but still needed more time to meet regulatory requirements.
Since the first round of licenses, several previously excluded companies were granted provisional authorization. Furthermore, seven companies received preliminary permission to operate in the market through court orders.
Currently, there are 35 full licensees, as announced in the Official Gazette of the Union today. These licenses cover a total of 173 brands authorized to operate in the market.

The new full licenses include major international players such as Betano (owned by Kaizen Gaming) and Bet365, as well as local brands like Aposta Ganha and Betsul.

Of the 21 companies receiving full licenses today, 20 previously held provisional authorization. Betsson, which received a provisional license on December 31, was not included in the latest list of full licensees.
A company spokesperson stated that they have until the end of February 2025 to submit the necessary technical certification for full authorization.
“We are in the final stages of this process and expect to submit the certification in the coming days,” the spokesperson said.
An additional license was granted to Nexus International and its Megaposta brands. This license will be valid until February 11, 2030, while all other full licensees have their authorization period ending on December 31, 2029.
The total number of companies authorized to operate in Brazil, either with full or provisional licenses, is 69, with 34 remaining on provisional licenses. Authorized operators have paid BRL 2.1 billion (£293.9 million/ $364.6 million) in license fees. Two applicants applied and paid for two licenses each.
Issues with Licenses in Brazil
One of the initial 14 operators to receive full authorization prior to the market launch faced challenges during the licensing process.
“It was very stressful,” they said. “It wasn’t the most organized licensing process.”
“But I do have some understanding because this is something completely new for the Brazilian government. And to be fair to them, they were working all Christmas and New Year’s Eve to help all the operators.”
In response to certification delays, the SPA published a new regulation (Normative Instruction No 3/2025) on January 14, temporarily resolving setbacks by standardizing the certification process.
