Brazil Updates List of Approved Betting Operators
The Secretariat of Prizes and Bets (SPA) in Brazil has revised its list of operators permitted to conduct business during the current betting transition period, adding four new companies.
Companies had until Monday, September 30th, at 11:59 pm to submit their federal betting license applications. This was a requirement for those wishing to operate between October 1st and December 31st, before the full legal market launch scheduled for January 1st, 2025.
This action followed the publication of Normative Ordinance No 1,475, which stipulated that only companies already active in the Brazilian market and had submitted license applications could operate until the end of 2024.
The SPA initially released a list of approved operators on Tuesday, October 1st, with 89 companies included. Given the allowance of three brands per license application, 193 brands were initially registered as being able to continue operations.
However, several errors were identified in the SPA’s initial list. Additionally, some companies reportedly contacted the SPA seeking clarification on their exclusion.
Consequently, the SPA has released an updated list, correcting company names and adjusting the total number of approved operators to 93, with 205 brands now considered legal.
The SPA clarified that three of the four newly added companies were initially excluded due to errors in its notification reception system. The fourth company’s request was subsequently signed by a legally authorized representative.

Esportes da Sorte and VaideBet Remain Absent
Despite reports that Esportes da Sorte believed its initial exclusion was due to a formal error and requested the SPA to rectify it, the betting brand remains off the approved list. It now faces potential blocking by Brazil’s national telecoms agency (Anatel) from October 11th, giving players a 10-day window to withdraw funds.
VaideBet, another notable omission, has been implicated in a recent illegal betting and money laundering conspiracy in Brazil, alongside Esportes da Sorte.
Also absent from the list is Caixa Loterias, a federal lottery monopoly operated by Caixa Econômica Federal.
While Caixa Loterias applied for a license before the August 20th deadline, indicating its intention to offer sports betting in Brazil, it has not yet commenced operations. Therefore, it will need to wait until January to begin operating, pending license approval.
Updated List of State-Licensed Betting Operators
The SPA has also updated its register of state-authorized licensees, following a request for details from state regulators regarding authorized brands and domains.
The initial list included six companies, five from the state of Paraná and one from Maranhão.
Following communication with regulators in Rio de Janeiro and Minas Gerais, and the addition of three more companies from Maranhão, the total number of state licensees now stands at 18.
VaideBet is included on the list of companies with a Rio de Janeiro State Lottery (Loterj) license, despite not being included on the register for federal activities during the transition period.
The Supreme Federal Court (STF) in Brazil recently granted Loterj a preliminary injunction, ensuring that Loterj-licensed betting brands can continue to operate outside the federal ban on unlicensed operators.
