Cipriani CEO Optimistic About Uruguay’s Online Gaming Regulation
Giuseppe Cipriani, CEO of Grupo Cipriani, believes that the current Uruguayan government, led by President Yamandú Orsi since March 1st, will resolve the stalled online gaming regulatory situation in the country’s Senate.
In an interview, the Italian executive stated that the online sector is “fundamental for the business” of gambling. “It’s not something that if it doesn’t happen, there’s still a business. It needs to be there,” he emphasized.
Cipriani’s comments refer to the Ocean Resort Residences & Casino project in Punta del Este, which has so far involved an investment of USD 150 million for Grupo Cipriani, making it one of the largest investments made in Uruguay.
“All casinos in the world have a physical and online casino. I believe this government will solve it. We have the largest investment that has been made in this country,” Cipriani stated. “We comply with everything, so we believe that the country will also comply.”
He estimated that the current Uruguayan government “understands things well” and “will not make radical but positive changes.” “We want the country to continue its trajectory of being a stable country, where the laws work and you can invest,” he underlined.
Regarding the Punta del Este project, built on the grounds of the former San Rafael hotel, he confirmed that one of the three planned towers has already been built. “We are going to open the first stage of the San Rafael hotel with the casino, the convention center, and the beach club in September-October 2026, for the season,” he announced.
