Parliamentary Committee Questions Increased Lottery Contributions
The Standing Committee on Finance wants Minister Eelco Heinen to explain the reason for the higher contributions from the State Lottery in 2024. Previously, the Committee asked the Minister why the expected revenues from the gaming tax had been adjusted downwards.
On May 21, the Ministry of Finance shared the ‘Annual Report Ministry of Finance and National Debt 2024’, as all ministries shared their annual reports. In the following days, the various parliamentary groups were able to review the annual reports and formulate their questions for the relevant ministries.
The Standing Committee on Finance quickly sent the first questions to the ministry, which also focused on the potentially lower tax revenues from the gaming tax. In the spring memorandum, the revenues were adjusted, and are now estimated to be €33 million lower than during Budget Day.
Annual Report and National Debt 2024
Last week, the Standing Committee on Finance again shared a questionnaire for the ministry, but now about the aforementioned annual report. The first question focused on one of the state participations, the Dutch Lottery. The parent company of, among others, TOTO and the State Lottery recently shared its annual report for 2024.
The annual report revealed that the turnover of the Dutch Lottery had decreased. However, an increase in net turnover was achieved due to a decrease in the payout percentage across all brands. This also resulted in a higher contribution to the treasury, which was visible in the ministry’s annual report and attracted the attention of several parliamentary groups.
The Standing Committee on Finance wants Minister Eelco Heinen to know the reason for the higher contribution. In addition, the minister is asked whether these higher revenues for the state also mean that the Dutch Lottery has contributed more to the other beneficiaries of the state participation.
The annual report of the Dutch Lottery had previously indicated that all contributions had increased compared to 2023. The treasury received €4.8 million more than the previous year, NOC*NSF received an additional €2.0 million, and the Stichting Aanwending Loterijgelden Nederland received €0.7 million more than in 2023.
