Dreams Casino Project in Talca Receives Green Light

The Regional Ministerial Secretariat of the Environment (Seremi) and the Environmental Assessment Service (SEA) of the Maule Region have determined that the Dreams casino project in the Talca commune does not require mandatory environmental assessment. This means it will not be entered into the Environmental Impact Assessment System (SEIA), effectively giving the go-ahead for construction to begin.

Dreams views this decision from both state agencies as “an important step forward.” It will allow them to begin construction of the Maule Fair Park, in conjunction with the Central Agricultural Association. This will enable the realization of a USD 21 million investment project that “seeks to revitalize the agricultural, industrial, and livestock fairs of the former Fital, transforming this historic meeting place for families of the Maule region into a hub of urban, economic, and cultural development.”

The new complex, spanning 7,000 square meters, will include a casino, a boulevard with restaurants and shops, performance and convention halls, and even a museum.

“We value the decision of the regional SEA, which aligns with the technical information we presented, as well as the pronouncement of the Seremi of the Environment of Maule. The resolution confirms that the project does not generate significant impacts on the environment, nor does it affect the Cajón del Río Claro Urban Wetland or the Piduco Estuary, and that it fully complies with current regulations, particularly the provisions of Law N°19.300,” Dreams stated in a press release.

“This step reaffirms our commitment to responsible and environmentally respectful development, and represents a concrete advance towards realizing an infrastructure that will benefit the community of Maule, fostering economic and cultural activity and job creation in the region,” they added.

Resolution Details

The Seremi’s resolution was supported by the Regional Directorate of the SEA of Maule, which resolved that the “AGAC Fair Park Modification” project is not required to enter the SEIA. This is because it does not fall under any of the categories contemplated in articles 10 of Law N°19.300 or 3 of the SEIA Regulations. In particular, any significant impact on the Cajón del Río Claro Urban Wetland and the Piduco Estuary was ruled out, based on the technical analysis presented.

Through ordinary official letter No. 3467 of 2025, the authorities stated: “The project does not constitute a type of entry into the SEIA.” According to the letter, the response was prepared based on the information presented by the project owner, and any omission, error, or inaccuracy “is their sole responsibility.”

They also explained that the intervention is located outside the protection perimeter of the urban wetland and does not generate risks of physical or chemical alteration to the biotic components of the ecosystem. Furthermore, the minimum distance between the project and the protected area reaches more than 340 meters, with an urban buffer zone in between.

It is worth noting that the Dreams project in Talca obtained an operating permit from the Superintendency of Casinos (SCJ) in 2023, after obtaining the highest technical score and presenting an economic offer four times greater than that of its competitor, the current operator Casino de Talca, of the Meier group.
